Telephone Cold Calling?

Does it work?
We get calls all the time from businesses selling their wares, this week we have had a number of calls from a telephone number that comes up as 0044123456 offering their services to us.
They are a web development and website design business located outside of Ireland and I suspect they are on the other side of the planet by their accent and the time delay on the call.
